Agro Arena: Saving Agriculture with PPP
Elaboration of PPP is Public-Private Partnership (PPP, 3P or P3). A procedure of partnership among Government and Private organization for developing socio economic condition through a project. By this way, foreign investors can be attracted. Here, first party is always government, means public and second private party is organization. The governing board members are from government; Chairperson, Vice Chairperson, Two members and Member Secretary. Private organization should be selected by Government [Bangladesh Gadget, Act No.18-2015]. However, the late 20th century and early 21st century have seen a clear trend towards governments across the globe making greater use of various PPP arrangements.
Development must be needed, but it is absurd that for developing an area with destroying its main resources. It is known to all that Bangladesh is an agricultural country. With a vast development, the country is losing its mainland for agriculture. Agriculture does not mean only cultivation, but also livestock, fisheries etc. Here, speaking about saving the greater agriculture.
How could it be done?
Making an arena for agriculture can be the answer of this question. For developing and saving agriculture, the chain of process is necessary. The three links are backward link, processing link and forward link. It is not said that agriculture based country should do only agriculture related works. The country should do also industrial works. But, not redeeming agriculture and growing industry is not only solution of development.
However, making an Agro-Arena is not a simple matter or joke. It is tougher than making a punch line. For a hypothetical idea, this article is based on few secondary data. For an example, an imaginary rural area will be taken on the basis of secondary data.
The smallest rural local government is Union Council. A union council consists of a Chairperson and twelve members including three exclusively reserved women. A union is made up of nine wards. A village is taken as a ward. The boundary of each union is demarcated by the Deputy Commissioner of District [http://en.m.wikipedia.org/wiki/Rural-Councils of Bangladesh]
Suppose, A is a union. It has 9 villages; V1 to V9. It is drawn as Sudoku 9 fields.
The place should be taken where same agro products are cultivated. Suppose, A is good for growing paddy-29. Then all places will be involved for growing paddy-29. Just like that. Some can say, it is ruralization. Actually, not. It is urbanization with keeping rural environment.
Focus:
- Saving Agriculture and Its Related People of the Country.
Procedures:
- Government will acquire the lands of the selected area.
- Government will take eligible private organization as partner among interested.
- Government will make colony, shop and other facilities according to plan.
- Government will list skill and semi skill people for agriculture portion.
- Private Organization will manage whole system, means managerial and business process.
- Profit will be shared like; Government 33%, Private organization 33% and Skilled-Semi Skilled people 34% of Arena A.
Activities:
- The center village of the union, V5 according to figure, will be the main point of the project where will be the
(i) Residence (vi) Prayer Areas (xi) Post Office
(ii) School-Colleges, Madrashas (vii) Play Ground (xii) Police Station
(iii) Library (viii) Park (xiii) Other Offices
(iv) Hospital & Diagnostic Facility (ix) Theater (xiv) Other thing what is needed
(v) Shops (x) Bank
- The skilled and semi-skilled people, the partners, will get free residence.
- Other villages are the space where the firm’s activity will be done. Suppose, according to figure, V1 is for paddy, V2 is for cow, V3 is for Corn, V6 is for Goat, V9 is for potato, V8 is for hen & duck, V4 & V7 is fish and other necessaries. It depends on areas ability.
- Tree will be there around the villages.
- Everywhere will be under CC Camera captured.
- Every agro work will be supervised by appointed literate & experienced officers.
- Buying materials, supplying agro goods, costing, pricing, marketing, profit sharing etc. all business activities will be managed by private organization.
- Government will monitor, maintain rules and provide governmental support.
- If anybody will leave the farming, the family will leave the residence.
- When any supply will transfer, the police and other officials of depart point will give the clearance and arrival point will ensure the rest after getting the supply.
- Police will secure the whole project.
Benefits:
- Government will have direct control over agro products.
- Price will be reasonable.
- Bringing better life style for rural people.
- Rural development with keeping alive the base, Agriculture.
- Stopping capturing agro lands from different private industries.
- Canals cannot be captured by others.
- Captured canals can be retrieved from others.
- Illegal settlements can be removed.
- Rural dwellers will get a residential and disciplined environment.
- Through private partner, the project will get latest technology, great investment, organized management, perfect guidance and a disciplined procedure.
- Rural life will become better that rural people will not feel to leave villages.
- Agro based employment will be increased.
- Road token money will be redeemed.
- Corruption will be reduced.
Hinders:
- Land owners will think that Government is doing injustice to them.
- Poor or landless farmer will be anxious of losing their earnings.
- General people who are not skilled or semi-skilled in agro, will be tensed for losing their doings.
Solutions to Hinders:
- Land owners will get three times price of market price.
- Skilled and semi-skilled people will be listed to take as partner.
- General people will be needed for other facilities like; educational institutions, shops etc.
This article is only based on thought and few secondary data. This kind of PPP projects can save the agriculture of an agriculture based country. Researchers can do research on it. It ensures a safe life for farmers, generate a good profit for government and also secure business for private organizations. It can be a mutual business project and a perfect project for PPP.
