Decking human resources is a way of creating opportunity of employment.

 

When anybody speaking about decking, first thought comes about a ship. When people want to float on water, they make boat. A larger one took a lot. When boat gets bigger and covers on it, it becomes ship and the floor gets name deck.

 

 

How decking is related with Human Resource and Boosting Economy?

 

To reach that point, we have to go through some data on our employment situation. For the employment situation of Bangladesh is taken on the basis of Bureau Bangladesh Statistics (BBS) 2017 and Quarterly Labor Force Survey (QLFS) 2015-16. Dear readers, Bangladesh is taken as a model for this article. This thought can be useful to any 3rd world country, which are really denser and lower employment opportunity.

 

 

From 2016-17 of BBS, economically active people 6,35,00,000, employed people 6,08,00,000 and unemployed people 27,000 where it was 26,00,000 in 2010-2015. In 2005-06, it was 21,000. The rate of unemployment is 4.2 now.  Everybody should be happy after seeing this development. Some data have been got from QLFS 2015-16 which can really surprise you.

 

 

What Percentages of Employed People Involved Where?

 

The Working active age is taken as 15 to over 15. Working age people (WAP) are 10,61,30,000, Labor Force (LF) is 6,21,17,000, Active Labor Force is 5,95,30,000, Inactive Labor Force is 4,40,13,000 and Unemployed is 25,87,000. Employed labor is involved in three sectors Agriculture, Services and Industry.

42.7% are in agriculture, 36.9% are in services and 20.5 are in industry. Among 5,95,30,000, employers are 16,21,000, own account workers are 2,57,43,000, contributing family helpers are 86,14,000, employees are 2,32,90,000 and others are 2,62,000.

 

 

Among, 5,95,30,000, individual proprietors are 3,43,42,000, household category are 1,33,41,000, private employments are 89,08,000, govt., local govt. and autonomous are 19,08,000, NGO are 3,34,000 and others are 6,98,000.

 

 

From these numbers, we are finding actual numbers of employed people. Among 5,95,30,000, Informal employed people are 5,13,29,000 and formal are 82,01,000. Informal sector refers to those workers

 

 

  • who are self-employed,
  • who work for those who are self-employed
  • who are not in pay-roll and
  • who do business or work in unprotected and unsecured places. [mywages.com]

 

 

So, formal employed people are only 13.8% of employed people which means according to WAP, this is 7.73%(approx.). According to total population it is 15.17% (approx.).

 

 

Unsecured employment is a kind of unemployment. They can lose their work place anytime. They cannot contribute much in economy. So, it can be said that 5,39,29,000 are unemployed, 50.8% of WAP.

 

 

Now, the economic sector relates with earnings. Average monthly income of an employed person is BDT.12, 897. Is this really rational to run a monthly cost of family? Family does not go with not only married people, unmarried people also have family. Money circulation can be hampered with this kind of low level income.

 

 

How Can Decking Procedure Work?

 

The process goes with time, education and skill. If it is hard to grow organization for creating employment opportunity, splitting time frame can make opportunity. Here, the decking concept comes. If we see through the private organizations, the people are working for 10 to 18 hours a day without taking overtime where The Labor Act-2006 fixed the working hour 8 hours per day and 10 hours a day with paying 2 hours overtime. 10 hours can be alright, but how 18 hours! A sales person is given work in such a way that they have to work 18 hours. Personal life can be hampered.

 

 

Splitting Time:

 

24 hours a day. An organization can be closed at least 6 hours; 18 hours left. Government can permit organization 4 hours slot, 6 hours slot and 8 hours slot per day for one shift. Every organization can create 1 to 3 more times opportunity. Organization will not reduce the salary for splitting time. Hearing insane? Creating opportunity and boosting economy are the main objectives.

 

 

As an example, how much a school teacher provides his/her services to school from 8 a.m. to 12 p.m. and 12 p.m. to 5 p.m. Two shifts 4 hours per shift. What is the wage? The basic is ± BDT.10,000, gross salary\will be ± BDT.18,000 to BDT.20,000 for an assistant teacher. Not bad. If you ask a sales man about his/her salary, it will be ± BDT.10,000 gross for 16 to 18 hours work. If you compare to school teacher, it will be ± BDT.2,500 per month. It is too poor salary to run family. If it becomes to minimum 6 hours for a sales man and get the same salary, organization will not be harmed. Employee can work in proper time and opportunity will be created for others. For agriculture sector, authority can follow the Agro Arena thought.

 

 

Hospital, clinic, diagnostic center, police, electricity, call center etc. runs for 24 hours. They can use 4 hours shifts or 6 hours shifts. Industry goes with manufacturing maximum, runs 16-18 hours. They can use 6 hours slot or 8 hours slot. Service oriented organizations employees also work for 10 to 16 hours. They can use 4 hours 4 shifts or 6 hours 3 shifts or 8 hours 2 shifts. In this way opportunity will be created.

The table is on the basis of assumption. Just take it that 300 people working at hospital, 50 at bank, 500 at RMG factories, 40 at varsities now. After following the hours slot or splitting time, it will be like cited table.

Compare to formal Labor force, informal Labor  force according to education; Illiterate Labor  Force is 95.4%, Primary level Labor  Force is 90.4%, Secondary level Labor  Force is 82.6%, Higher Secondary level Labor  Force is 66.8%, Tertiary level Labor  Force is 52.9% and Other level Labor  Force is 87.3%. From this view, Higher Secondary level and Tertiary Level Labor Force can be shifted to formal employment with this procedure. The process can reduce informal employment and removed the unemployment.

 

 Earning:

 

Economy of a country is related with people’s earning. Better earning, more demand, more buying, more investment, more earning. Money circulation is like blood circulation of economy of a country. If people have money, people spend.

Suppose, a person have no money. He will hesitate to buy anything. When this person will be employed, he will earn money and his demand will be created. He will buy his necessary things. For buying the products, the organizations are benefited and they invest or roll their money again. The employees will get money as salary. Again starts from the earning. More people have money, more will spend, more contribution for country. Average income of employed people are BDT.12,897. Though the amount is too poor, unemployed people will be employed and they will have money to spend. Formal employed people’s earning must be higher than informal employed people.

  

 

Benefits:

 

  1. Employment opportunity will be created.
  2. Unemployment will be removed.
  3. Informal employment will be reduced.
  4. Part-time employment can be created for students.
  5. Professional-Personal life will not be crossed.
  6. Money circulation will not be hampered.
  7. If people want to do something besides job, they can. Organization should permit that when they are not involved in duty.
  8. Economically boosted up.

 

 

Hinders:

 

  1. Organization can howl that their cost will be increased in this way.
  2. Employees will be afraid of cutting their salary.
  3. Labor level employed people can scream for losing their overtime.

 

 

Solutions to Hinders:

 

  1. It is true that costing organization will be increased. But, it will be lessen their profit margin; not cut the capital.
  2. Salary will not be cut for shorten hour. In 8 hours work, averagely people work 6 hours. In 6 hours duty, employees will get only 10 minutes snacks break; not lunch break. Therefore, it will be ridiculous to cut the employees’ salary.
  3. It is also true that overtime will be diminished, but they can pass time with their family and they have the opportunity to do other something.
